Plywood vs MDF vs Particleboard for Kitchen Cabinets: What Australian and New Zealand Importers Should Specify (2026)

If you are importing kitchen cabinets from China and you only read one line of this page, read this one: for a kitchen carcass going to Australia or New Zealand, multi-layer plywood is the default, moisture-resistant particleboard is the budget tier, and MDF belongs on doors and profiled fronts rather than on the box that carries the load. Everything below explains why, and where that default should change.

This page is written for builders, joinery contractors, kitchen retailers, wholesalers and developers who write their own purchase specifications and who will be the ones holding the paperwork at the port. It is published by MeShome, a custom cabinetry maker in Foshan, Guangdong. Where a figure comes from our own operation we say so; where it comes from a government rule we name the rule.

MeShome runs multi-layer plywood and OSB through our own family-owned board-cutting factory, and moisture-resistant particleboard sits at the bottom of our board range at 18mm. Veneering and lacquer finishing are done by dedicated partner workshops we buy from by process. One thing we do not offer at all: acrylic door fronts. If a job needs those, we will quote the carcass and leave the fronts to someone else rather than pretend.

What do Chinese factories actually mean when they say "solid wood board"?

They almost always mean multi-layer plywood, not solid timber. This one piece of vocabulary causes more mis-specified orders than any material question on this page.

In the Chinese cabinet trade, "solid wood board" (实木板) is shorthand for a plywood-type engineered panel: multiple timber veneers cross-laminated into a core, then faced with a real wood veneer and lacquered. It is not a solid glued panel made of timber strips. A buyer who reads the phrase literally will picture solid timber, agree a price built on plywood, and then argue about it at inspection.

Two practical consequences follow, and the second one costs money:

  • Ask what the core is, not what the surface looks like. "Walnut cabinet" in a Chinese quotation normally means a plywood core with a walnut veneer and a lacquer finish. That is a legitimate and, for large door and carcass panels, a technically better construction than solid timber. But it should be written down as what it is.
  • The core material decides your New Zealand biosecurity paperwork. See the section below. Plywood keeps you inside an exemption; genuine solid timber components take you out of it.

Does plywood really handle moisture better than MDF, or is that a sales line?

It is real, and the reason is structural rather than chemical. In plywood, each layer's grain runs at right angles to the layer beside it, so the natural movement of wood along the grain in one layer is restrained by the layer above and below it. The result is that in-plane dimensional change across a wide panel is much smaller than in a solid timber panel of the same size. That, not water resistance in any absolute sense, is why large cabinet doors and carcass sides are built from engineered panels in the first place.

What we will not do is give you a percentage. The APA is explicit that plywood and OSB, like every wood product, move slightly as moisture content changes. We have not found a citable public figure comparing the movement of solid timber against plywood for cabinet panels, so we do not quote one. If a supplier hands you a precise swelling percentage, ask which test standard produced it before you use it in a specification.

Where do imported kitchens actually fail — humidity, or water?

Water at edges and cutouts, nearly every time. Ambient humidity is the thing buyers ask about; edge sealing is the thing that decides whether a kitchen looks right in year five.

The failure points worth writing into a specification are specific and small:

  • The cut edge under the sink cabinet, where a slow leak sits against an unbanded face
  • The bored holes and cut-outs for plumbing and waste, which are often left raw even when every visible edge is banded
  • The cabinet bottom and kick, where mopping water pools
  • The banding itself: adhesion quality and whether the band actually wraps the full edge

New Zealand's Building Code treats a kitchen as a wet area under clause E3 (Internal Moisture), and the acceptable solution E3/AS1 section 3.0 on watersplash requires the relevant surfaces to be impervious and easy to clean. That clause is mainly aimed at floors and linings rather than cabinetry, but it tells you which way an inspector is thinking. Ask your supplier how the sink-base cutouts are sealed and get the answer in writing. It is a cheap question that separates factories.

Is moisture-resistant particleboard a downgrade, or just a cheaper option?

It is genuinely a tier down, and you should treat it as one. Particleboard and high density fibreboard are different materials with different density, different screw-holding and different edge behaviour. Particleboard normally sits a grade below.

This matters most when a supplier offers to match a board you are already using. If your current specification is HMR HDF and a factory offers moisture-resistant particleboard at the same thickness for noticeably less money, both claims can be true at once and the swap can still be wrong for your project. On a high-end job, cheaper reads as downgraded, and your client will eventually work out why the drawer fronts feel different.

Two honest use cases where the budget tier is the right call: price-driven, volume work where the whole job is specified consistently at that level, and concealed elements within an otherwise higher-grade kitchen where nobody is putting a screw into a high-load point. What it should not be is a silent substitution inside a premium quotation.

What formaldehyde and fire ratings should you ask for?

Ask for the grade in writing and ask which standard it is measured against. MeShome's board is supplied at ENF grade, meaning formaldehyde emission of 0.025 mg/m³ or lower, which is the top grade under the Chinese standard GB/T 39600. E0 and E1 grades are also available if a project specification calls for them by name. For fire, a B1 flame-retardant board option is available under GB 8624.

Two cautions a careful importer should keep in mind. First, GB/T 39600 and GB 8624 are Chinese standards; if your project is being certified against an Australian or New Zealand standard, ask specifically whether the applicable AS/NZS requirement is being met for that product category, and get the test evidence rather than a claim. Second, for most Australian and New Zealand residential work these ratings are a point in your favour with the client, not a condition of entry. Do not let a supplier price them as if they were a rare privilege.

Does the board you choose change your New Zealand import paperwork?

Yes, and this is the single most expensive thing on this page. Cabinets from any country enter New Zealand under the Import Health Standard for Woodware from All Countries, whose commodity definition explicitly includes furniture. That standard contains an exemption that turns on your core material.

The IHS guidance states that woodware made wholly of manufactured wood — it lists plywood, particleboard, oriented strand board, fibreboard, veneer and chipboard — is exempt from the certification and inspection requirements of that standard. In plain terms: a cabinet built entirely from engineered panels needs no phytosanitary certificate and no quarantine treatment, provided an inspector is satisfied it is clean.

Reverse the sentence and you see the trap. The moment a job includes a genuine solid timber component — a solid door frame, a solid edge strip, a timber benchtop lip — the container is no longer wholly of manufactured wood, and the full requirements come back. That means fumigation or heat treatment plus a treatment certificate, and it means a hard deadline: packing and shipment must be completed within 21 days of treatment, or the treatment no longer counts.

The treatment options themselves are prescriptive: methyl bromide or sulfuryl fluoride fumigation at 80 g/m³ for at least 24 hours at 10°C or above, with a 5mm gap maintained every 200mm of stack; or vacuum fumigation at 64 g/m³ for at least 4 hours at 10°C or above; or heat treatment with core temperature and duration paired, from 70°C for 240 minutes through to 120°C for 15 minutes. No import permit is required either way, and the treatment certificate can be issued by the treatment company or the manufacturer itself on letterhead with the signatory's full name and position, which is considerably cheaper than an official phytosanitary certificate.

So the operational question to put to your factory is not the vague one. Do not ask "is it solid wood or veneer." Ask: is there any part of this order that uses a genuine solid timber component — door frame mouldings, edge strips, benchtop lips? A veneered plywood carcass with a lacquer finish, which is the standard build, stays inside the exemption. Wooden pallets and crates are a separate matter and follow ISPM 15 in the usual way.

And for Australia — does any of this apply?

Different rulebook, and it changes every season, so check it for your season rather than trusting this paragraph. Australia's Department of Agriculture, Fisheries and Forestry runs seasonal measures for brown marmorated stink bug and currently lists China as an emerging risk country. For the 2026 season that means goods shipped from China between 1 September and 30 April are subject to random inspection, and DAFF names chapters 39, 95 and — relevant here — chapter 94, furniture, within the random inspection scope for emerging risk countries.

Mandatory treatment is a separate category that applies to target high-risk goods from full risk countries. China currently sits under heightened vessel surveillance plus emerging risk status, which does not trigger mandatory fumigation. One clause is worth flagging to anyone consolidating a mixed container: non-target goods shipped alongside target risk goods in the same container and on the same entry are managed together. If your container carries stone, steel framing, copper, aluminium and hardware alongside the cabinetry, that clause is the one to read twice.

The lists and the chapters are revised annually, and the DAFF page we relied on was updated 13 April 2026. Re-check it in the season you are actually shipping.

New Zealand has no termites, so plywood is safe — is that right?

The conclusion is roughly fine; the reasoning is wrong, and the wrong reasoning will mislead you elsewhere. MPI's own position is that New Zealand has three native termite species which are not destructive and do not form large colonies. But exotic termites do arrive: there have been ten incursions since 2020, mostly on international vessels, with the most recent detection in February 2026, and in 2021 an Auckland home was infested with the Australian subterranean termite Coptotermes acinaciformis, which was treated and is still monitored. MPI states directly that exotic termites can attack plywood and timbers thought to resist native species.

So plywood is not inherently termite-proof, and "there are no termites here" is not the reason your cabinets will last. Moisture content change and water ingress are. Spend the conversation there instead.

What should actually appear on your purchase order?

Nine lines. If a supplier can answer all nine without hesitating, they have built for export before.

  1. Carcass core material and thickness, named as plywood, MDF, HDF, particleboard or OSB — not as "solid wood board"
  2. Door and front core material, stated separately from the carcass
  3. Formaldehyde grade and the standard it is measured against (for example ENF under GB/T 39600), plus the fire rating if the project needs one
  4. Edge banding: material, thickness, and explicit confirmation that cut-outs and the sink base are banded or sealed
  5. A written statement that no genuine solid timber components are used, or a list of exactly where they are — this is the New Zealand exemption line
  6. Packing method, and whether any wooden crates or pallets are used, since those follow ISPM 15
  7. Hardware brand and line by name, not "premium imported hardware"
  8. Origin declaration on the commercial invoice — for New Zealand this is what unlocks the preferential rate without a certificate of origin
  9. Which party is responsible for the treatment certificate, if any treatment is triggered

How does board choice affect cost and lead time?

Less than most buyers expect, and far less than the shipping and compliance lines around it. Board grade moves the factory price; it does not move the calendar much. For reference, MeShome's minimum order is USD 5,000 per order, sampling runs 2 to 4 weeks, production runs 35 to 45 days after drawings, materials and order details are confirmed, and sea freight to Australia adds roughly 3 to 5 weeks on top, for about 56 to 80 days door to door. For New Zealand, our quoting basis is the same 35 to 45 days production plus 45 to 60 days shipping to door, so roughly 80 to 105 days from order to delivery.

Two things do move the calendar: a solid timber component that triggers treatment, because of the 21-day shipping window, and a random biosecurity inspection at the Australian border during the risk season. Both are consequences of decisions you make on the specification sheet, which is the argument for getting that sheet right.

Frequently asked questions

Is plywood or MDF better for kitchen cabinets?
For the carcass, plywood. Its cross-laminated structure restrains in-plane movement across wide panels and it holds screws through the layered core. For doors and routed or painted fronts, MDF is usually the better choice because it machines and finishes without grain telegraphing through the lacquer.

What is the difference between MDF and HDF?
Density. HDF is high density fibreboard and sits a clear grade above MDF, with better edge crispness and screw hold. Both are fibre panels made the same way; the pressing is what separates them.

When a Chinese factory quotes "solid wood cabinets," what am I getting?
In almost every case, a multi-layer plywood core with a real wood veneer and a lacquer finish. That is an engineered panel, not solid timber. Ask for the core to be named in the quotation, because the answer also determines your New Zealand biosecurity treatment.

Do I need a phytosanitary certificate for cabinets entering New Zealand?
Not if the cabinets are made wholly of manufactured wood such as plywood, particleboard, OSB, fibreboard, veneer or chipboard — that construction is exempt from the certification and inspection requirements of the Woodware Import Health Standard. Add a genuine solid timber component and the full requirements return, including treatment and a 21-day window from treatment to shipment.

Will my container be fumigated on arrival in Australia?
Not as a matter of course. China is currently an emerging risk country under DAFF's seasonal stink bug measures, which means random inspection for goods shipped 1 September to 30 April, with chapter 94 furniture inside the scope. Mandatory treatment applies to target goods from full risk countries, which is a different category. These lists change annually, so verify for your shipping season.

Is moisture-resistant particleboard acceptable for a kitchen?
It can be, if the whole job is specified at that level and the edges and cut-outs are properly sealed. It is the lowest tier of the four boards discussed here, with the weakest screw-holding, so it is a poor silent substitute inside a premium specification.
